REPORT FROM THE FRONT & UPDATE 

 

CONFERENCE COMMITTEE – DAY 1 – THURSDAY, 4.19.18

            On the first day of conference, SB 2247 PASSED allowing pharmacists to dispense Naloxone (to prevent overdose) to caregivers and family members. This is so important in Hawai`i as unintentional drug poisonings, commonly referred to as drug overdoses, are one of the leading causes of injury-related mortality in Hawai`i.  Furthermore, an average of four hundred non-fatal overdoses occur in Hawaii per year, and opioid related overdoses resulted in about $9,800,000 in hospital costs in 2016.

            SB 2340 – the bill that ensures certain benefits under the federal Affordable Care Act are preserved under Hawai`i law including: extending dependent coverage for adult children up to 26 years of age; prohibiting health insurance entities from imposing a preexisting condition exclusion; and prohibiting health insurance entities from using an individual’s gender to determine premiums or contributions – had agreement with the Senate drafting the SD2 version of the bill agreed upon by the House with an effective date. The committee could not vote because of lack of quorum. Scheduled to meet on Friday – conference day 2.

CONFERENCE COMMITTEE – DAY 2 – FRIDAY, 4.20.18

 

            I did not attend any conferences on Friday – foolishly thinking that SB 2340 would pass as stated. Silly me. SB 2340 is now scheduled for Monday, April 23rd.

            The money committees also closed the budget (unusual this early) on Friday. There does not appear to be any money for new facilities – only renovations. With the flooding on Kaua`i and parts of O`ahu (and we might not be rained out yet) I am not sure there will be money for the Youth Commission I have been working on. We’ll see…it’s not over `til it’s over (and then sometimes, not even then!). There is money for the Kawailoa Youth & Family Wellness Center in the budget.

I’ll be at five conference committees tomorrow on the Patsy Mink Title IX bill (HB 1489); the two Family Leave bills (HB 2598 & SB 2990); the Kawailoa Youth & Family Wellness Center (SB 2791); and the ACA healthcare bill (SB 2340).
